Fixes

• [WINDOWS] Resolved an issue where players kicked from a cluster by the Smart Cluster Queue were unable to rejoin the queue while still under the Silence effect of the queue.
  

NOTE: This fix is currently for Windows users only. A fix for other platforms will be deployed with an upcoming patch.
